R. S. Chaudhary served in the Panchayati Raj Department of the Government of Uttar Pradesh and retired as Joint Director. Across his public-service career, he contributed to initiatives including the abolition of manual scavenging in Budaun, Kayakalp, the digitization of Panchayati Raj institutions, Vitt Ayog, Audit Online, Swachh Bharat Mission, sanitation improvement, institutional quality, and community-focused development. Among the initiatives to which he contributed was the drive to abolish manual scavenging in Budaun, Uttar Pradesh. He also contributed to the digitization of Panchayati Raj institutions and implemented the Public Financial Management System (PFMS). Developed by the Controller General of Accounts, PFMS is a centralized, web-based platform for managing scheme funds, payments, recipient and implementing-agency information, accounts, and reports. It supports real-time tracking of fund releases and expenditure, paperless payments, faster reconciliation, more transparent and auditable reporting, and timely transfer of funds—helping reduce delays, leakage, and idle balances.

His wider career included contributions to Kayakalp, Vitt Ayog, Audit Online, Swachh Bharat Mission, sanitation improvement, quality practices, institutional strengthening, and community-focused development.
